In the image tag (<img src="blah.gif">), put alt in there, with the text you want in quotes (<img src="blah.gif" alt="Blah">).

i've figured it out a long time ago... just to let you guys know how i did it, i just put in
alt="something here next line is shown just by going to the next line"
the key part here is that the beginning of the next line must be all the way to the left.
thanks guys for your time....

Hmm.. I don't know how to do that one. From a cursory check, t doesn't look like it's possible through Dreamweaver's IU. I think I've seen it done before, though.

It'll show up if the gif doesn't show up, but will also show up if you hover your cursor over the image for a few seconds.

I don't think you need any quotes in Dreamweaver. Click on the gif you want and in the property inspector fill in the ALT tag (small box on the top right side. As monkey pointed out the words will show up with or without the gif on mouse over.
