I have removed the hardware in reinstalled it several times and I'm getting the same message code 31. "There is no CD ROM drive attached to this system" (or something like that) Cry Somebody help me PLEEEEEASE! About to lose my mind.

Is the CDROM drive recognized during boot?

If yes then your problems is within Windows.  If no then you may want to check your bios to make sure that your cdrom drive channel is enabled (usually set to auto).  If that's good then check the cabling to the cdrom drive.

I have an OS of win2000pro. When I tried to install a cd-writer (hp, 8200 series) with a win98 driver, nor the CD drive or the CD writer corresponding. I tried to re-install the CD-drive from the device manager but there was always an error appeared (code 31)

Does it appear in the Device Manager?  Any major hardware/software changes?  What was the last thing you did before this happened?

have you guys added any new hardware..mainly a hard drive/dvd/cdrw if so you may need to check the jumper settings on the back of the CDrom and make sure you have it set up correctly( master or slave...Master plugs into the end portion of the IDE cable where as the slave would plug into the mid plug on the IDE cable). There are other possibilities
