Solved this problem. Was told to go to Tools, then Internet Options, then to Settings (under the Add/Remove buttons) remove the tick from any boxes on this page, especially the proxy server. Click OK then at top click on Advanced and click the Restore Defaults at the bottom. Click OK. Close Internet Explorer and then Open IE and I got my browser back. I appreciate all help that was replied to me.

If I put in my win98SE CD and run set up will it just go over top of whats there and add anything that is missing or will it be installed on my computer twice. Is that what you are recommending? I did try going to find and run and one of them said that I had to be on the internet to download it. Since I cant open any sites, well that didnt work. Ok Thank you again for your responses to help me solve my problem

Ya ! You can get back it but if you have the cd or setup.exe file of IE in a CD.

Otherwise use your windows CD to recover it.
