When you press F1 are you able to continue? Often a BIOS update fixes this.

Welcome!
If you have installed a new motherboard but not then immediately done a clean install of Windows, that is the result.
The Windows install on the Hard Drive has all the driver code for the motherboard and Video, Audio etc that existed when it was installed, if you have changed that hardware, chaos will reign as all the wrong code gets fed to the chipsets.
A significant change to that hardware must be accompanied by a clean install.
But this is a guess, as we don't yet know the Windows version or if it was reinstalled...

Do you know if you've made any changes to your BIOS? You can try going into BIOS and setting it to default settings, save and exit. If that doesn't work a BIOS update if there is one often will fix the problem. What is the make and model of your system or if custom build brand and model of the MB?

Try the default settings first. BIOS update comes from your system (if you have a brand PC) or MB manufacturer (if custom built).

well I tried loading the defaults but the problem remains the same.
I will now try to get the BIOS update.
