Bob has a file on his website that will allow you to create a fully-bootable startup floppy disk which includes generic CDROM drivers and automatically assigns the letter "X" to the CDROM drive. I've used it several times for formatting and fdisking a hard drive and doing a fresh install of Windows 98SE.
Go
here and click the "Windows 98 Boot Floppy" link. This will start the
win98_img.exe file downloading. Save it somewhere on the hard drive. After it's been saved, insert a blank floppy disk in its drive, then double-click the saved file and allow it to extract its contents into the floppy disk. Once the extraction process is complete, you'll have a fully-bootable startup floppy disk.
